Supporting a Sustainable Church School System

The Chelmsford Diocesan Board of Education (CDBE) is committed to supporting a coherent, sustainable and flourishing system of Church schools across Essex and East London.

We recognise the vital role that Multi Academy Trusts play in the future of Church of England education. Through strategic dialogue and partnership working, the Diocese seeks to support MATs in planning for growth, strengthening capacity and welcoming additional Church schools where appropriate.

Growth is not viewed solely as an increase in size. The Diocese encourages growth that is sustainable, aligned with local context and contributes positively to the wider diocesan family of schools.

Strategic Framework

The CDBE Academisation Strategy provides the overarching framework for academisation, MAT development and the long-term sustainability of Church schools across the Diocese.

The Strategy informs diocesan thinking on MAT growth, schools joining trusts, rebrokering, system capacity and the future shape of Church of England education across Essex and East London.

MAT Growth

The Diocese works with MATs to understand future capacity, strategic priorities and opportunities for growth.

In considering growth, the Diocese may take account of:

  • leadership capacity
  • governance and accountability
  • school improvement capacity
  • financial sustainability
  • Christian distinctiveness
  • engagement with the Diocese
  • geographical context
  • the wider needs of Church schools across the Diocese.

Schools Joining Trusts

The Diocese supports governing boards and MATs as schools explore academy conversion and future organisational arrangements.

Where schools are considering joining a MAT, the Diocese seeks to support informed decision-making through:

  • strategic discussion with governing boards
  • advice and guidance
  • due diligence processes
  • consideration of MAT capacity and suitability
  • support for effective partnership working.

Transfer and Rebrokering

From time to time, a Church school may transfer between MATs.

The Diocese works closely with governing boards, MATs, the Department for Education and other partners to ensure that any transfer supports:

  • the long-term flourishing of the school
  • the preservation and development of Christian distinctiveness
  • sustainable school improvement
  • the wider diocesan system.

Trust Readiness Criteria for Growth

The Diocese has developed Trust Readiness Criteria to support discussions regarding MAT growth.

The criteria provide a transparent framework for considering growth and support constructive dialogue between the Diocese and MAT leaders. They help ensure that growth is sustainable, proportionate and aligned with diocesan priorities.
